He’s got the whole world at his feet

ז) תַּמְשִׁילֵהוּ בְּמַעֲשֵׂי יָדֶיךָ כֹּל שַׁתָּה תַחַת רַגְלָיו:

You gave him dominion over Your handiwork, You placed everything under his feet.

The Radak says that the handiwork referred to here is both the physical world and the heavenly spheres, everything that in is this world and all that is above it. The Ibn Ezra explains that this means that man has the ability to utilise and harness the power and potential latent in nature. The Metzdos says succinctly that all of the physical world is subjugated to man. This is by virtue of his superior intellect which clearly puts him in a category on his own.

As such the Radak explains that man’s dominion over the planets and heavenly spheres is that he is able to calculate and understand their cycles and orbits. The point here is that awesome  though they are, they stick to a set pattern that man can accurately predict. As such we see man’s superiority over them, not that he can stop their orbits but that they have no freedom of choice or action outside that which was pre-determined for them.
