Rav Hirsch explains verses 3-5 as follows.
For Hashem, to whom we look for every moment of our lives both as individuals and as a nation is great as א-ל as the Lord and original foundation of all forces.
He rules over all things than men worship and over all places both high and low, all the ends and climes of the earth are His.
Therefore regardless of the location, province or district upon which the Jew may happen in his wanderings, he is everywhere under the sovereignty of the One G-d, and the One G-d is near, ruling and commanding wherever the Jew may go.
The goal of all of Torah and Mitzvos is to develop a sense of awareness of being in the presence G-d. This consciousness in turn impacts the way that we behave.
