The Malbim draws a distinction between goyim (nations) and amim (people).
The term goyim (nations) refers to those non Jews who have no knowledge or awareness of Hashem whatsoever. Those referred to as amim (peoples)¸ do know that there is one G-d who created the world. However, even those amim lack an awareness that Hashem runs the world on a constant basis and has total power to do whatever He wishes.
According to these amim, one should honour Hashem because He is the first cause of all of creation, but one does not need to go to the extent of praising Him or relating His wondrous actions.
In the future, even the goyim will know that Hashem, created the world, and the amim will have an awareness that everything that happens is solely as a result of Hashem’s will. Everyone will have an enhanced perception and understanding of Hashem based on what they have achieved in this world. The more we are aware now, the more we will perceive later when Hashem reveals Himself.
The Malbim reads this into the pasuk that says ’Tell of His glory among the nations, among all peoples His wonders.’
