Cloaked by a Cloud

ב) עָנָן וַעֲרָפֶל סְבִיבָיו צֶדֶק וּמִשְׁפָּט מְכוֹן כִּסְאוֹ:

Cloud and thick darkness are around Him; righteousness and judgment are the foundation of His throne.

The Malbim explains that Hashem’s hashgacha is concealed and not revealed to all and to many it looks like that world runs according to immutable laws of nature. It seems as if cloud and thick darkness surrounds Hashem as He is not readily visible, understandable or available to all.

Nonetheless ‘righteousness and judgement are the foundation of His throne’. Hashem’s ‘throne’ is a reference to the providential manner through which He runs this world. He runs this word with absolute righteousness and judgement, responding to man’s free choice.

This is why the next pasuk continues

(ג) אֵשׁ לְפָנָיו תֵּלֵךְ וּתְלַהֵט סָבִיב צָרָיו:

Fire will go before Him and will burn His enemies all around.

This is a reference to the clarity that people will feel when they see Hashem exercising his justice in this world as He punishes the wicked for their destructive actions.
