ט) כִּי אַתָּה ה’ עֶלְיוֹן עַל כָּל הָאָרֶץ מְאֹד נַעֲלֵיתָ עַל כָּל אֱלֹהִים:

For You, Hashem, are Most High above all the earth; You are very much exalted above all gods.

The Radak explains that these ‘gods’ are the heavenly spheres that until now have been erroneously worshipped by mankind.

The Malbim reads the pasuk as follows, for You Hashem, through your judgements are rendered Most High above the earth as through this  You are recognised as the Ultimate power. Moreover You are exalted over all other powers as it is clear that all their strength is derived from You due to their fixed nature and inability to make choices.
