Hashem made known His salvation; to the eyes of the nations He has revealed His righteousness.
The Malbim notes that the terms yeshua and tzedaka (salvation and righteousness) often come together in Tanach. He explains that yeshua refers to the actions that Hashem performs for the salvation of the Jewish people or a general salvation for all of humanity. The term tzedaka is a reference to the characteristic that which will bring about the salvation. In other words, the ultimate redemption of all of mankind will be brought about by Hashem’s attributes of justice and righteousness.
This idea is related to a pasuk that we read as part of the haftarah on a public fast day. The prophet Yeshaya says (56:1)
So says the Lord, “Keep justice and practice righteousness, for My salvation is near to come, and My benevolence to be revealed.”
The Malbim explains that Hashem’s attribute of righteousness or benevolence is always present, but sometimes it is concealed and needs to be revealed. By way of contrast, His salvation is not ever-present and we need it to come to fruition.
