The Malbim concludes this chapter by drawing our attention to the difference between the words simcha and gila, which are generally translated as happiness and rejoicing.
Simcha is used to refer to a perpetual state, whereas gila refers to the initial joy that one feels when something new happens, or circumstances change for the better.
The Malbim uses these definitions to refer to a concept that has been a constant theme throughout this chapter. When Hashem runs the world through His providential Hand of nature, this creates a sense of simcha for all the good that He bestows upon His creations. However when Hashem rules with a hanhaga that is above and beyond the laws of nature it is appropriate to use the term gila.
